Zophar is certainly speaking under inspiration in Job 20:23, seeing that this exact scenario being described actually took place in real time later on as recorded in Numbers 11:33. It was written, "And while the flesh was yet between their teeth, ere it was chewed, the wrath of the LORD was kindled against the people, and the LORD smote the people with a very great plague.” (Num. 11:33).

Job 20:26 | “all darkness” – Matt. 6:22-23; Fire Falling from Heaven: “a fire not blown shall consume him” – Job 1:16, Ps. 21:9, 120:4; Judgment upon Children: Job 5:4, 8:4, 17:5, 18:19, 20:26, 21:19 (hereditary judgment), 27:14, 29:5 (the blessing of God), 30:8 (like father like son) [Job 21:11, 24:5 - the delayed destruction of the children of the Wicked]

Job 20:28 | “The Day of Wrath” – Job 21:30, Ps. 110:5, Prov. 11:4, Zeph. 1:15, Rom. 2:5, Rev. 6:17; Note: Zophar describes the watery deluge when he dogmatically states, “his good shall flow away in the Day of His Wrath” (Job 20:28).
